What Is SEPM

Strata Enforcement Programme Malaysia (SEPM) is a structured enforcement administration programme established to support statutory compliance and sustainable governance within stratified properties in Malaysia.

SEPM is designed for Joint Management Bodies (JMBs), Management Corporations (MCs), and strata stakeholders facing persistent arrears and non-compliance issues that undermine the financial and operational stability of their schemes.

Crucially, SEPM functions strictly as an administrative and coordination framework. It does not replace the role of solicitors, courts, or statutory authorities.

Why SEPM Was Established

The programme was established to address specific systemic challenges in strata management:

  • Chronic non-payment of maintenance charges and sinking fund contributions.
  • Repeated statutory non-compliance by a small number of parcel owners.
  • Escalating arrears affecting cash flow and maintenance standards.
  • Reluctance to pursue enforcement due to cost, uncertainty, or fear of conflict.

SEPM provides a compliance-first pathway that enables lawful escalation where required, without operational disruption.

  • No Determinations: SEPM does not determine legal liability or outcomes.
