Statutory Compliance. Structured Enforcement.
Strata Enforcement Programme Malaysia (SEPM) is a structured enforcement administration programme established to support statutory compliance and sustainable governance within stratified properties in Malaysia.
SEPM is designed for Joint Management Bodies (JMBs), Management Corporations (MCs), and strata stakeholders facing persistent arrears and non-compliance issues that undermine the financial and operational stability of their schemes.
Crucially, SEPM functions strictly as an administrative and coordination framework. It does not replace the role of solicitors, courts, or statutory authorities.
The programme was established to address specific systemic challenges in strata management:
SEPM provides a compliance-first pathway that enables lawful escalation where required, without operational disruption.
Statutory compliance is prioritised before enforcement action is taken.
No upfront enforcement cost to JMBs or MCs to initiate the programme.
Clear governance separation between administration and legal practice.
Auditability and transparency in all coordination processes.
